Telcos such as Bharti Airtel, Reliance Jio and Vodafone Idea have strongly opposed any move to grant spectrum without auctions over the last two years. They call it a non-level playing move for them as they pay a hefty price to buy spectrum through auctions. For them private networks set up by unlicensed entities could, in fact, be a threat to national security.
